【 摘 要 】
This book suggests an ecosystem approachto broadband policy that could help in the design ofstrategies, policies, and programs that support networkexpansion, have the potential to transform economies,improve the quality and range of services, enableapplication development, and broaden adoption among users.To identify emerging best practices to nurture thisecosystem, this volume analyzes the Republic of Korea andother leading broadband markets. It identifies threebuilding blocks to support the growth of the broadbandecosystem: defining visionary but flexible strategies, usingcompetition to promote market growth, and facilitatingdemand. An important but often neglected building block isdemand facilitation. This includes raising awareness aboutthe benefits of broadband and improving affordability andaccessibility for the largest number of users. Successfulcountries have often focused on creating a suite of usefulapplications that increase the relevance of broadband to thewidest base of users. Programs to mainstream information andcommunication technology (ICT) use in education, health, orgovernment have been common.
