The objective of this assessment is torespond to the government's call for analytical work toguide the development of an improved social protectionsystem. Its goal is to help the government to put the socialprotection policy into action and to provide an analyticunderpinning for the social protection pillar of the Agendafor Prosperity. The basis of the assessment is provided bythe concept of social risk management (SRM), which wasdeveloped by the World Bank in the early 2000s, and theassessment uses the lifecycle (or life-course) analysis.Chapter one discusses the main risks facing families inSierra Leone and the conceptual framework of thisassessment. Chapter two identifies the country's mainvulnerable groups, discusses the principal risks faced bythese groups and by households in general, and estimates thenumber of individuals or households that are at risk.Chapter three reviews the principal programs that arealready in place to address the risks that have beenidentified. Chapter four assesses the adequacy of the socialprotection system by analyzing: spending; program coverage,gaps, and overlaps; benefit generosity; targeting mechanismsand beneficiary incidence; cost-effectiveness; monitoringand evaluation; and institutional arrangements andparticipation. Chapter five contains recommendations. Thecomplexity of building social protection systems should notbe underestimated. It entails many different actors,preferences, programs, policies, instruments, institutions,and financing, and it often involves difficult trade-offs.The pace at which any social protection system is developedmust therefore be in line with the country'sinstitutional and financial conditions and capabilities.
