【 摘 要 】
The goal of this guidebook is to serveas a starting point for civil society organizations, as wellas Bank teams interested in conducting Public ExpenditureTracking Surveys, both on a small and larger scale. It isdesigned to lead a research team from idea inception toresults dissemination, while emphasizing the importance ofutilizing evidence to influence policy, regardless ofwhether it is on a macro or micro-level. Though the WorldBank has been at the forefront of efforts to measure theeffectiveness of service delivery, it is hoped that Bankteams and civil society alike will take the research onestep further and empower citizen users to keep serviceproviders accountable through information dissemination andcitizen engagement efforts.
