Geographic targeting is perhaps the mostpopular mechanism used to direct social programs to the poorin Latin America. The author empirically compares geographictargeting indicators available in Peru. He combineshousehold-level information from the 1994 and 1997 PeruLiving Standards Measurement Surveys and district-levelinformation from the 1993 Peru Population and HousingCensus. He then conducts a series of simulations thatestimate leakage rates; concentration curves; the impact oftransfers on poverty as measured by the headcount index,poverty gap, and [poverty] measures of theFoster-Greer-Thorbecke family; and nonparametric (kernal)densities when transfers are based on alternativeindicators. He concludes that there is substantial potentialfor geographic targeting in Peru. The differences inoutcomes across geographic targeting indicators are smalland not statistically significant.
