【 摘 要 】

Little research currently exists on avulnerability line that distinguishes the poor populationfrom the population that is not poor but that still facessignificant risk of falling back into poverty. This paperattempts to fill this gap by proposing vulnerability linesthat can be straightforwardly estimated with panel orcross-sectional household survey data, in rich- andpoor-country settings. These vulnerability lines offer ameans to broaden traditional poverty analysis and can alsoassist with the identification of the middle class orresilient population groups. Empirical illustrations areprovided using panel data from the United States (PanelStudy of Income Dynamics) and Vietnam (Vietnam HouseholdLiving Standards Survey) for the period 2004-2008 andcross-sectional data from India (National Sample Survey) forthe period 2004-2009. The estimation results indicate thatin Vietnam and India during this time period, the populationliving in poverty and the middle class have been falling andexpanding, respectively, while the opposite has beenoccurring in the United States.
