【 摘 要 】
What happens to participants in aworkfare program--a program that imposes work requirementson welfare recipients--when that program is cut? The authorscompare the incomes of workfare participants in Argentina tothose of nonparticipants and past participants after asevere contraction in aggregate outlays on the program. Theauthors find evidence of partial income replacement, suchthat those who left the program were able to make up onequarter of the gross workfare wage within six months. Thisrises to half in 12 months. The estimates are unbiased inthe presence of time-invariant errors from mismatching inthe selection of the comparison group. Fully removingselection bias would probably yield even lower incomereplacement. Test results based on a second follow-up surveythat valid inferences can be drawn about program impactsfrom the authors' measures of income replacement.
