【 摘 要 】
Seventy-five percent of the world'spoor live in rural areas and most are involved inagriculture. In the 21st century, agriculture remainsfundamental to economic growth, poverty alleviation, andenvironmental sustainability. The World Bank'sAgriculture and rural development publication seriespresents recent analyses of issues that affect the role ofagriculture, including livestock, fisheries, and forestry,as a source of economic development, rural livelihoods, andenvironmental services. The series is intended for practicalapplication, and hope that it will serve to inform publicdiscussion, policy formulation, and development planning.Increased global demand for land because of higher and morevolatile food prices, urbanization, and use of land forenvironmental services implies an increased need forwell-designed land policies at the country level to ensuresecurity of long-held rights, to facilitate land access, andto deal with externalities. Establishing the infrastructurenecessary to proactively deal with these challenges canrequire large amounts of resources. Yet with land tenuredeeply rooted in any country's history, a widecontinuum of land rights, and vast differences in the levelof socioeconomic development, the benefits to be expectedand the challenges faced will vary across and even withincountries, implying a need to adapt the nature andsequencing of reforms to country circumstances. Also, asreforms will take time to bear fruit and may be opposed byvested interests, there is a need to identify challenges andto reach consensus on how to address them in a way thatallows objective monitoring of progress over time. Withoutthis being done, the chances of making quick progress inaddressing key land policy challenges are likely to be muchreduced. The Land Governance Assessment Framework (LGAF) isintended as a first step to help countries deal with theseissues. It is a diagnostic tool that is to be implemented atthe local level in a collaborative fashion, that addressesthe need for guidance to diagnose and benchmark landgovernance, and that can help countries prioritize reformsand monitor progress over time.
