【 摘 要 】

This report evaluates the legalframework for rural land rights, the regulations of ruralhousing sites, the effects of land requisition on farmerswho lose land, and some selected issues affecting urban landrights.The focus of this report is how to enhance propertyrights in a number of different contexts. The report makes aseries of specific policy recommendations for ruralagricultural land, rural housing land, to protect rights inthe context of requisitions, and for urban land rights thatinclude: strengthening farmers' rights over ruralagricultural land, strengthening rights over rural housingland, improving requisition procedures and outcomes, andstrengthening urban land use rights and administration.
