【 摘 要 】
This Toolkit aims to help developingcountry governments, interested in using private firms tohelp expand access to safe water and sanitation services atreasonable cost. Specifically, it aims to help them, andtheir advisers design arrangements that maximize thebenefits for their countries, provinces, or municipalities.It is intended to complement other work being undertaken bythe Bank, and others on options for improving publicprovision of water services. Instead of identifying a singlebest approach to addressing the issues it discusses, theToolkit presents options and discusses their main advantagesand disadvantages. In so doing, it aims to give advisers andpolicy makers the information needed to make decisions,while taking account of local circumstances and the policymakers' objectives. Private participation in water andsanitation (or "water services" for short) cantake many forms. This Toolkit focuses on arrangements thatinvolve a private firm in the delivery of services tohouseholds and businesses, including management contracts,leases, "affermages", concessions, anddivestitures. It does not consider arrangements under whichprivate companies provide bulk water or wastewater treatmentto a government-owned utility. Nor does it considerarrangements under which private companies provide selectedservices-such as billing and collection-to a utility that isstill publicly managed.
