【 摘 要 】
The Africa Infrastructure CountryDiagnostic (AICD) has produced continent-wide analysis ofmany aspects of Africa's infrastructure challenge. Themain findings were synthesized in a flagship report titledAfrica's Infrastructure: a time for transformation,published in November 2009. Meant for policy makers, thatreport necessarily focused on the high-level conclusions. Itattracted widespread media coverage feeding directly intodiscussions at the 2009 African Union Commission Heads ofState Summit on Infrastructure. Although the flagship reportserved a valuable role in highlighting the main findings ofthe project, it could not do full justice to the richness ofthe data collected and technical analysis undertaken. Therewas clearly a need to make this more detailed materialavailable to a wider audience of infrastructurepractitioners. Hence the idea of producing four technicalmonographs, such as this one, to provide detailed results oneach of the major infrastructure sectors, information andcommunication technologies (ICT), power, transport, andwater, as companions to the flagship report. These technicalvolumes are intended as reference books on each of theinfrastructure sectors. They cover all aspects of the AICDproject relevant to each sector, including sectorperformance, gaps in financing and efficiency, and estimatesof the need for additional spending on investment,operations, and maintenance. Each volume also comes with adetailed data appendix, providing easy access to all therelevant infrastructure indicators at the country level,which is a resource in and of itself.
