【 摘 要 】

This report highlights the discussion,processes, lessons learned in examining innovative optionsfor participation by all stakeholders in seeking new socialand economic contracts between civil society and urbangovernments. The improvement in relationships is gearedtowards providing better services for urban poor anddirectly contributing to urban poverty alleviation. Thereport attempts to capture the new wave of enthusiasm andentrepreneurial inclination to city management that is moretransparent and responsive to citizens as 'customers'.
