Local organizations have become keymechanisms in effective, fair, and sustainable resourcemanagement in India. Two debates dominate discourse on theroles of local organizations in decentralized development:first, on how to ensure they function effectively, fairly,and sustainably; and second, on the relative roles ofdifferent organizations - including elected localgovernments, administrative line departments, andnongovernmental organizations. This book adds empiricalevidence to these debates, and suggests that in practice,they can not be separated. Based on research on localorganizations in India, involved in three sectors: ruralwomen's development and empowerment; rural drinkingwater supply and sanitation; and, watershed development, inthe states of Karnataka, Madhya Pradesh, and Uttaranchal,the authors' findings indicate that the design of, andsupport for local organizations are often little more thanrudimentary, resulting in less than adequate performance,and raising serious sustainability concerns. The studyfurther indicates that sector-specific configurations of aplural organizational landscape, in which government andprivate organizations are an integral part, are required foreffective and sustainable development.
