【 摘 要 】

The work described in this review showsthe commitment of education teams throughout Africa tocontribute to the multisectoral response to HIV/AIDS. It isalso a testament to the leadership shown by ministries ofeducation, in helping the new generation of children andyouth grow up better able to challenge HIV, and in providingcare and support for the educators who often represent morethan half the public sector workforce. The work described inthis review does not suggest any single solution. Instead,the approach is based on the recognition that Africa is adiverse continent, and countries need to find their ownlocal approaches to the epidemic. The Regional EconomicCommunities (RECs) of the African Union have beeninstrumental in encouraging locally specific responses, andrecognizing that HIV knows no frontiers, in coordinatingresponses among neighbors. The countries of East, Central,and West Africa, working through the RECs, have createdsub-regional networks of ministry of education HIV/AIDSfocal points; these networks have been key to sharinginformation and developing capacity, and so to acceleratingand strengthening responses at the national level. Thereview shows how, over the last five years, the leadershipin ministries of education has been crucial in mobilizingthese activities, and also emphasizes that effectiveimplementation depends on the full participation of allstakeholders. Education staff, educators, and learners allhave a role to play, as do parent-teacher associations,teachers' unions and the many civil societyorganizations, including faith-based organizations that areso important in the non-formal sector. The review alsodemonstrates the commitment of the development partners, andtheir efforts to harmonize their contribution towardstrengthening the education agenda.
