This note provides an overview ofdemographic changes and their policy implications inGeorgia, with particular reference to the poor.Georgia's population is expected to decline between2010 and 2050, and this trend will be accompanied by agrowing elderly cohort and a rising total dependency ratio.The note emphasizes four interrelated policy topics. Theseare labor force participation, labor force productivity, andpotential cost pressures arising from the pension system andfrom the health sector. In each area, special attention isgiven to the linkages between these issues, social spendingprograms, and opportunities for targeting the poor. The notedoes not present specific policy recommendations, butinstead outlines broad areas where future analytical workmight be undertaken to arrive at more precise policyoptions. The note is structured as follows. The next sectionsummarizes the key demographic trends underway in Georgia.Section three presents a profile of poverty and socialspending by age. Section four analyzes the four policyissues listed in column two of table one. In each of thesesections, the poverty reduction angle is emphasized.
