【 摘 要 】
Slow progress in improving the coverageof Latin America and the Caribbean's (LAC's)traditional social protection (SP) programs, combined withthe deepening of democracy, have led to calls for a newsocial contract to provide effective social protection toall citizens. This book highlights the main findings of aregional study by the World Bank, from right to reality: howLatin America and the Caribbean can achieve universal socialprotection by improving redistribution and adapting programsto labor markets. The report analyzes LAC's socialinsurance (SI) systems and highlights growing concerns aboutthe incentives they may create and the behaviors they mayincite on the part of workers, employers and serviceproviders. It offers an economic analysis of the roots ofthese problems and suggests a way forward to achieveuniversal coverage in an equitable manner. The report arguesthat a coherent overall vision for the SP system should beestablished if such problems are to be understood andresolved. The goal is to turn the theoretical right tosocial protection, which is enshrined in many of theregion's constitutions and laws, into a reality for allof LAC's population. A central message of the report isthat SP systems need to respond to the realities ofLAC's labor markets, especially the prevalence ofinformality and frequent changes of employment.
