From 15 May to 2 June 2000 COWIconducted a mission to the three Caucasian republics ofAzerbaijan, Georgia and Armenia, spending about one week ineach country. The mission established an initial overview oftrade facilitation issues and conducted an outline TradeFacilitation Audit for the region. The purpose of themission was to prepare for possible progress towards there-opening of borders in the region, in the event that apeace agreement is reached in Nagorno-Karabakh. This chaptercommences by summarizing some of the most interesting facts,relating to the movement of a generic consignment in theCaucasus region, which emerged from the discussions withstakeholders during the mission. Section 1.2 addresses whatcan be considered the key issue of the study; namely,whether, in the event of peace, the region would realize themaximum potential benefit, given the current institutionaland operational context. A subsidiary issue is whether allthe constituent countries in the region would benefit, orwhether some would suffer some initial dis-benefits. Thefinal section of this chapter provides a summary of the keyregional and national recommendations, which have beenidentified to try and ensure that the potential benefits ofany settlement are not dissipated in the currentinstitutional and operational mire. A more detailedbreakdown of the provisional recommendations, by componentand sub-component, together with an estimate of the requiredinputs, is provided in Appendix B.
