【 摘 要 】

Demand-side governance and socialaccountability approaches (SAcc) have steadily gainedprominence as a perceived means for achieving and improvinga range of development outcomes. This resource paper focuseson the issue of SAcc and context, arising out of a growingrecognition that context is critical in shaping, making, andbreaking SAcc interventions. As such, the four mainobjectives of this paper are: to outline the main contextualfactors that appear to be critical to SAcc; to examine howSAcc interventions interact with the context to bring aboutchange in order to provide a preliminary, context-sensitiveTheory of Change (ToC); to explore the operationalimplications that arise from first two objectives; and tooffer a flexible analytical framework to guide practitionerswanting to undertake context analysis prior to engaging indemand-side activities. The paper attempted to achieve theseobjectives by: summarizing and building on arecently-conducted global review of the evidence-base,drawing on relevant conceptual literature to deepenunderstanding of SAcc and context, reviewing case-studymaterial to extract indications of what types of SAccapproaches might work best when faced with differentcontextual realities, and holding consultations with expertsand practitioners to test and modify the ideas beingdeveloped. The report is separated into five chapters and anannex. Chapter one introduces the topic and the rationalefor undertaking work in this area. Chapter two outlines someof the key contextual variables that emerge as critical inshaping the form and effectiveness of SAcc. This provides abroad framework for understanding the important contextualconstraints and opportunities. Chapter three outlines someof the key ways in which SAcc has influenced the context toproduce positive change. Chapter four then explores andunpacks the practical implications of the approach. Itoffers two tools for SAcc practitioners to begin exploringways to tailor to their contexts in a more structuredmanner. Finally, the annex, based on the paper'soverall framework, provides a set of guiding questions forundertaking a context analysis prior to supporting SAcc operations.
