【 摘 要 】

This policy note summarizes the resultsof a Poverty and Social Impact Analysis (PSIA) and aconsultative decision making process carried out over atwo-year period (2005-2007). Chapter two presents thecountry and reform context by providing backgroundinformation on the role of mining in Mauritania'seconomy and explaining the current situation in theNouadhibou-Zouerat economic corridor with regard to waterand electricity services. This section indicates the needfor reform by reviewing the reform context from a legal,economic, institutional, technical, and consumerperspective. Chapter three introduces previous reformproposals and discusses the economic viability of the mostplausible reform option. Chapter four outlines the potentialsocial and poverty impacts of utility service reform bypresenting survey results on consumers' ability andwillingness to pay, showing which social groups are at riskof being negatively affected by reform and exploring policyresponses to the identified risks. It also weighs the risksassociated with reform against its benefits and providespolicy recommendations. Issues associated with the politicaleconomy of reform implementation are discussed in chapterfive, which concludes by making specific recommendations forthe implementation of the necessary reform measures (chapter six).
