Improving student learning is the keychallenge for education in Latin America and the Caribbean.This book is divided into three parts. Part one focuses onthe central role of student learning in education. Chapterone examines why student learning outcomes are important.Chapter two analyzes the extent to which learning takesplace in schools in the region. Chapter three discusses someof the advantages and disadvantages of generating and usinginformation on student learning to raise the quality ofeducation. Part two reviews the evidence on the factors andpolicies that affect student learning. It first presents aconceptual framework that facilitates understanding of thefactors that influence student learning. It then reviews theevidence on the impact on student learning of economic,political, and social conditions (chapter four); studentendowments and behaviors (chapter five); school endowmentsand behaviors (chapter six); and institutional factors andpolicies (chapter seven). Part three focuses on qualityassurance and beyond. Chapter eight examines evidence fromcountries that have succeeded in achieving high levels oflearning among most, if not all, students, in order topresent policy options on education quality assurance.Chapter nine summarizes the book's main messages anddiscusses unanswered questions.
