【 摘 要 】
Social programs are often designed underthe assumption that individuals make rational decisions thatimprove their welfare. Yet, informational and behavioralconstraints limit the extreme and chronic poor's accessand participation in social programs. This paper reviews theimplementation and performance of two "socialintermediation services" that were designed to addressthese constraints, improve beneficiaries' access tosocial programs, and help the poor surmount poverty: ChileSolidario, the first such service in Latin America, and RedUnidos, implemented later in Colombia. The analysis providesinsights on key factors influencing performance, costeffectiveness, and the impacts that such services can beexpected to have.
