【 摘 要 】

Cities exist, grow, and prosper becausethey take advantage of scale economies and specializationwrought by agglomeration. But output growth inevitablystresses transport infrastructure because productionrequires space and mobility. To prevent congestion fromcrowding out agglomeration benefits and to expand the supplyof urban land, cities must invest in transportinfrastructure. Yet balancing the growing demand forinfrastructure with its supply is often difficult. Inparticular, many cities lack the funding to maintain andexpand streets and urban highways. Also problematic is thatroads are managed like a social service rather thansubjected to market discipline. This leads to the centralquestion of this chapter: Can public-private partnerships(PPPs) deal with these problems better than conventionalpublic provision and ensure proper maintenance, timelyexpansion, and less congestion? And if so, how? To answerthese questions, the paper examines what PPPs can do andwhat they need to work, focusing in particular on the roleof institutions. This is followed by an investigation ofcommon PPP pitfalls and the ways in which they can beavoided. The paper concludes with a case study of asuccessful transportation PPP in Chile that emphasizes theimportance of planning.
