【 摘 要 】
The objective of the study is to analyzeconflict-induced displacement from the point of view ofvulnerability, using a multifaceted definition ofvulnerability. As many as 10 million people have beendisplaced by war in the Europe and Central Asia region since1990. While many people have been able to return home, approximately half remain displaced, with no availableavenues for sustainable reintegration. Currently, in fivecountries of the region (Armenia, Azerbaijan, Bosnia andHerzegovina, Georgia, and Serbia and Montenegro) displacedpersons (DPs) represent more than 5 percent of the totalpopulation. In two other countries (Russia and Turkey), theyrepresent high proportions of the population in specificregions (Ingushetia, southeast Turkey). A detailed analysisof the causes and characteristics of displacement-inducedvulnerability, Living in Limbo provides pragmaticoperational recommendations for policy-makers andpractitioners in both development and humanitarian agencies.
