【 摘 要 】
Romania faces an acute population crisiswith an aging workforce and an increased number of emigrantsparticularly from the young, highly educated/skilledpopulation. This paper uses a new cross-sectional data setof Romanian emigrants to find which factors are related toplans to return home permanently. The analysis paysparticular attention to differences in expected earnings andskills and training acquired as a migrant. The study findsthat higher expected earnings in Romania and investment inRomanian firms are positively correlated with plans toreturn migrate. Policies that boost productivity andtherefore wages as well as policies that improve thebusiness climate could therefore encourage Romanian migrantsto return to Romania, moderating the negative consequencesof the declining and aging population, and increasing theskill stock of the Romanian labor force.
