Mapping and Situation Assessment of Key Populations at High Risk of HIV in Three Cities of Afghanistan

【 摘 要 】

As yet, little is known about the HIVepidemic status and potential in Afghanistan. The countryseems to be at an early epidemic phase with low HIVprevalence, but there are a number of underlyingvulnerability factors that could lead to the conditions forepidemic expansion, including drug trafficking, thepost-conflict situation with displacement of populations, afledgling health care system, and a low level of knowledgeand awareness about HIV/AIDS. As in other parts of centraland south Asia, the most important proximate determinants ofthe scale and distribution of an HIV epidemic in Afghanistanwill be the size and characteristics of high risk networksinvolving injecting drug users (IDUs), female sex workers(FSWs) and men who have sex with men (MSM) who are at highrisk. Assessments from elsewhere in central Asia indicate anexplosive growth in injecting drug use and commercial sexwork throughout the region, concurrent epidemics of sexuallytransmitted infections (STIs), and economic and politicalmigration. As yet, little information is known about thesize, distribution, and characteristics of IDU and sexworker sub-populations in Afghanistan. Therefore, the WorldBank (WB) agreed with the Ministry of Public Health (MOPH)to contract with the University of Manitoba (UM) to conductan assessment of these three key, high risk populations inthree cities of Afghanistan (Mazar-i-Sharif, Jalalabad, and Kabul).
