This guide to the legal aspects of thepandemic will help enhance the World Bank institution'scontribution in support for the global response to HIV inseveral areas, including strengthening national strategies,accelerating implementation, and generating and sharingknowledge. The guide covers 65 wide-ranging topics in aconcise, accessible format, explaining how laws andregulations can either underpin or undermine public healthprograms and responsible personal behavior. For each topic,the guide summarizes the key legal or policy issues,provides relevant practice examples (citing actual laws andregulations), and offers a selective list of references thatmay be consulted for more information. This guide creates asupportive legal framework for responding to HIV/AIDS, it isimportant that governments effectively address gaps andother problematic aspects in their legislation andregulatory systems.
