【 摘 要 】

Jamaica is a Caribbean country that hasinitiated comprehensive programs to address Non-CommunicableDiseases (NCDs). The government created the National HealthFund (NHF) to reduce the cost of treatment of NCDs andfinance some prevention programs. The main objective of thisstudy is to learn from Jamaica's experience in tacklingmajor NCDs and related risk factors, to provide policyoptions for Jamaica to improve its NCD programs and to sharewith other countries the lessons learned from itsexperience. The study attempts to answer three questions: a)whether the NHF and its drug subsidy program have reducedout-of-pocket spending on NCDs; b) whether access totreatment of NCDs has improved; and c) what the economicburden on NCD patients and their families is. The reportpresents an overall picture of the epidemiological anddemographic transitions in Jamaica, its current burden ofNCDs, and the change in the trend of NCDs in the pastdecade, using publicly available data, particularly datafrom the Jamaica living condition household surveys. Itassesses the risk factors and analyzes Jamaica'sresponse to NCDs with emphasis on the impact of the NHF onpeople's lives. Estimates of the economic burden ofNCDs are provided and policy options to improveJamaica's NCD programs are suggested. This studyfocuses on Jamaica's experience in addressing majorNCDs and their related risk factors with the objective oflearning from Jamaica and providing policy options toJamaica to improve its programs.
