【 摘 要 】

This report documents progress, analyzesstrengths and weaknesses of the Xinjiang Technical andVocational Education and Training (TVET) system, andproposes recommendations that can be used to enrich policydialogue and open opportunities for future cooperationbetween Xinjiang and the World Bank. The World Bank teamdiscussed and agreed with the foreign capital projectmanagement office of the Xinjiang education department, themain counterpart for this study, on the selection criteriafor the Principal Investigator (PI) responsible for datacollection and the desk review of available documentationand interviews with key informants, including officials fromrelated departments and representatives of traininginstitutes and enterprises. This report is composed of threesections. The first section provides a brief overview andanalysis of the Xinjiang setting, including economic trends,status of the workforce and TVET system. This is followed bya summary of the Systems Approach for Better EducationResults (SABER)-Workforce Development (WfD) resultsincluding three dimensions, nine policy goals and 27 policyactions. Lastly, a brief policy analysis along withrecommendations reflect upon the results of the SABER-WfDstudy by addressing key challenges and weaknesses of theXinjiang TVET system in the context of Xinjiang'smedium to long-term education and talent development plans.In medium to long-term, the quality of Xinjiang TVET systemneeds to be improved through enhanced governance, qualityassurance and monitoring and evaluation, and throughimproved connections with quality basic education. The goalis to set up a flexible and diversified modern TVET systemfor a skilled workforce and to achieve the objectives of theXinjiang medium and long-term education and talentdevelopment plans. Efforts also should be made to enablesome TVET schools and programs to become recognized amongthe top level in China.
