The purpose of this learning strategy isto develop a structured process for generating, sharing,capturing, and disseminating knowledge about what works inscaling up and sustaining handwashing programs. The authorsare undertaking this learning process to enablepolicy-makers to make evidence-based decisions and to enablethe implementation of large-scale programs. Key outcomes ofthe learning will be knowledge products that can be usedboth for advocacy and for putting into action cost-effectiveapproaches and tools to ease replication. The learning inthis project will benefit not only current stakeholders butalso future stakeholders interested in and committed topromoting effective handwashing behavior-change programs.The remainder of this strategy paper is divided into fivesections: project background; learning goals and principles;learning culture, tools, and platforms; learning processes;and organizational aspects of learning.
