The purpose of this learning strategy isto develop a structured process of generating, sharing,capturing, and disseminating knowledge about what works inscaling up and sustaining sanitation programs. The authorsare undertaking this learning process in order to enableevidence-based decisions by policy-makers and implementationof large-scale programs. The learning in this project willbenefit not only current stakeholders but also futurestakeholders interested in and committed to promoting andimplementing effective large-scale sanitation programs. Theremainder of this strategy paper is divided into fivesections: project background; learning goals and principles;learning culture, tools, and platforms; learning process;and organizational aspects of learning.
