【 摘 要 】

Land reform can broadly be divided intoland tenure reform-the establishment of secure andformalized property rights in land-and landredistribution-the transfer of land from large to smallfarmers. The paper is therefore divided into two chapters.The first chapter gives a short narrative of some of the keyland tenure and land policy issues. While these issuesremain politically sensitive, there is a solid consensusemerging on how to deal with them, but only once theconfusion surrounding private and common property, andformal and informal rights, is cleared. In particular,secure property rights should not be confused with fullprivate "ownership." The second chapter addressesthe redistribution of property rights in land from large tosmall farmers-redistributive land reform. There is aheightened sense of urgency on the need to address landredistribution, especially in the former settler colonies inSouthern Africa, but controversy exists on the appropriateimplementation mechanisms. The case of South Africa ishighlighted, because success there would have tremendousregional and international implications for landredistribution. A policy framework for redistributive landreform is outlined, within which the competing paradigmscompete there where it actually matters: on the ground.
