【 摘 要 】
The great 21st-century migration intocities will present both a great challenge for humanity anda significant opportunity for global economic growth. Thispaper describes the diverse patterns that define thismetropolitan migration. It then lays out a framework forunderstanding the costs and benefits of new arrivals throughmigration's externalities and the challenges and policytradeoffs that confront city stakeholders. The paperconcludes by suggesting ways municipalities, by optimizingflexibility, can make migration more productive and lessdestructive in shaping the 'good city' and the'smart city.' There are few paths to globaleconomic growth that do not run through cities, and evenfewer that do not depend on growing the city in populationsize, scale, and economic exchange. Historically, citieshave grown by concentrating the economic advantages ofnumber and density, the social potential of innovation, andthe cultural possibilities of newness. By bringing togetherthe factors of production, land, labor, capital, andenterprise, in ever more recombinant forms, cities offer thepossibility of securing new economic advantages and scalingthem up.
