This review's objectives were toexamine the structure and performance of the agriculturalresearch and extension systems (public and private) at thecentral and provincial levels, identify successes as well asconstraints to improving the system s effectiveness forfostering innovation, and propose options for further policyand institutional development, drawing on lessons frominternational experience. The review focused principally onnonplantation crops, although its main recommendations applyacross the agricultural sector. This synthesis reportsummarizes the main findings of the review and builds uponthem by adding some new elements. The conflict in Sri Lankais explicitly recognized. Additionally, the implications ofchanges in the wider agricultural context for agriculturalresearch and extension are explored, and have led to theadoption of an innovation systems perspective to organizethe major findings
