The World Bank's 2010 study, ArabDevelopment Assistance: four decades of cooperation, and thesubsequent note, Arab donors respond favorably to the globalfinancial crisis (Rouis 2011), showed that the three Gulfcountries - Kuwait, Saudi Arabia, and the United ArabEmirates (UAE) have provided generous aid financing over theyears. This paper, which extends the analysis to 2010 forArab overseas development assistance (ODA) and to 2011 forthe assistance provided by the Arab regional financialinstitutions, confirms that this generosity continues in thewake of the global economic crisis and the events of theArab Spring movement. The paper shows that Arab assistancehas been responsive in addressing critical development andhumanitarian needs in developing countries. There arepreliminary indications that Arab donors and financialinstitutions have made some adjustments in response to theneeds of the Arab countries going through the unprecedentedpolitical transition sparked by the Arab Spring. Arab donorcountries and financial institutions have respondedfavorably and promptly during the global economic andfinancial crisis. Their increased assistance to countriesaffected by the Arab Spring has yet to materialize beyondthe stage of pledges and commitments.
