【 摘 要 】
This book finds that there is a strongpositive association between including social developmentthemes and project success. The Bank's socialdevelopment resources are deployed in ways that are notoptimally supportive of its social development goals,however. The study found that the Bank's mission andpolicy priorities related to social development receiveuneven treatment across Regions, and gaps in skills andM&E lead to uneven treatment within countries. Toimprove development outcomes, the Bank needs to: 1)demonstrate the value of incorporating social developmentthemes in its work to its own staff as well as itsborrowers; 2) develop capacity to identify critically neededsocial knowledge and to facilitate its flow; 3) providestaff with consistent access to essential social informationto build social development into project designs and ensurethat social development concerns are addressed duringimplementation (this will likely involve making greater useof in-country capacity); 4) ensure that stated Bank orpolicy priorities receive adequate treatment across Regionsand countries, and throughout the project cycle; and 5)identify, and promote integration within, thematiccombinations that improve outcomes.
