The monitoring and evaluation approachadvocated in this report uses both qualitative, andquantitative techniques to improve the quality of ruralelectricity projects. The participatory method spans avariety of well-established qualitative methods, includingfocus group discussions, pocket voting, and otherparticipatory tools. Community members take an active rolein project design, implementation, and evaluation, givingtheir preferences and opinions in all stages of the project.The survey approach is a mo re quantitative approach,involving the use of questionnaires, random samples ofpopulations, and formal interviews. Inherent in theframework proposed by this report is the evaluation ofpotential project design approaches, and project impacts onall segments of the target population, including differentgender, and social groups. Recommendations suggest a greateremphasis on monitoring and evaluation of socioeconomicdevelopment impacts in rural energy projects; monitoring andevaluation application over the duration of a project,rather than for just one point in time; and, ademand-oriented approach to monitoring and evaluation, toprovide the much-needed focus on rural consumers.
