【 摘 要 】

In recent years an extensive body ofliterature has emerged on the definition, measurement andanalysis of poverty. Much of this literature focuses onanalyzing poverty at the national level, or spatialdisaggregation by general categories of urban or rural areaswith adjustments made for regional price differentials. Yetfor an individual city attempting to tackle the problems ofurban poverty, this level of aggregation is not sufficientfor answering specific questions such as where the poor arelocated in the city, whether there are differences betweenpoor areas, if access to services varies by subgroup,whether specific programs are reaching the poorest, and howto design effective poverty reduction programs and policies.Answering these questions is critical, particularly forlarge, sprawling cities with highly diverse populations andgrowing problems of urban poverty. Understanding urbanpoverty presents a set of issues distinct from generalpoverty analysis and thus may require additional tools andtechniques. This paper summarizes the main issues inconducting urban poverty analysis, with a focus onpresenting a sample of case studies from urban areas thatwere implemented by a number of different agencies using arange of analytical approaches for studying urban poverty.Specific conclusions regarding design and analysis, data,timing, cost, and implementation issues are discussed.
