【 摘 要 】
The Delivering Service Indicators seekto provide a set of indices for benchmarking servicedelivery performance in education and health in Africa inorder to track progress in and across countries over time.It seeks to enhance effective and active monitoring ofservice delivery systems and to become an instrument ofpublic accountability and good governance in Africa. Themain perspective adopted by the Delivering ServiceIndicators index is one of citizens accessing services andfacing potential shortcomings in those services available tothem. The index is thus presented as a Service DeliveryReport Card on education and health. However, unliketraditional citizen report cards, it assembles objectiveinformation from micro level surveys of service delivery units.
