This policy note concerns to delineatethe key components of a trade and competitiveness strategyfor Tanzania. The objective is to provide a strategicframework and direction that would allow the country toexploit opportunities from the evolving trends in the globaleconomy. The note is intended as an input to the Governmentof Tanzania's ongoing initiatives to enhanceimplementation of the national trade policy. Tanzania has anelaborate national trade policy (2003). Furthermore, theGovernment has recently taken an important step (in June2007) by approving the Diagnostic Trade Integration Study(DTIS) to indicate willingness to implement itsrecommendations for addressing the constraints limitingTanzania's integration in the global economy. Progressis been made to prepare implementation program. However, aclear strategy tightly linked to the new realities ofinternational trade for guiding implementation is not yet inplace. The motivation underlying this note is to provide atop down view of the strategic direction for guidingimplementation of the policy and the various tradeinitiatives. The note is structure into four sections.Following this introduction, section two sets out thebackground and context within which the elements of thestrategy are drawn. Section three delineates the keyelements of the strategy and proposes strategic prioritiesfor their implementation. Finally, section four identifiespossible areas of further support by the World Bank throughits technical assistance and analytical work incollaboration with other development partners.
