Nigeria's urban infrastructure iscrumbling. Water supply, sewerage, sanitation, drainage,roads, electricity, and waste disposal-all suffer from yearsof serious neglect. Periodic and routine maintenance, by farthe most cost-effective infrastructure spending, is almostzero. It has become the norm in Nigeria to wait for acapital infusion to rehabilitate, replacing instead ofmaintaining the infrastructure. But declining financialresources are making this less feasible, and thedeterioration is accelerating. Compounding the situation isthe rapid urbanization, mostly migration from rural areas.The number of people living in Nigeria's towns andcities is expected to double to 80 million in the next 13years and reach 100 million by 2010.
