【 摘 要 】

This document specifies, most east asiancountries have increasingly shifted responsibilities forinfrastructure services to subnational tiers of governments.Infrastructure service provision involves a broad set offunctions, including setting investment priorities, buildingand operating infrastructure facilities, and financingcapital and operation and maintenance requirements. Theextent to which each of these functions is transferred tosubnational agencies defines a country'sdecentralization approach for infrastructure services.Subnational governments also have significant leeway indeciding how to mobilize funds for infrastructure projects.The infrastructure projects focused in three countriesChina, Indonesia, and the Philippines. In China, the centralgovernment plays a prominent role in setting investmentpriorities across infrastructure sectors. Indonesia and thePhilippines have adopted a big bang approach toinfrastructure decentralization. The report concludes,despite the heterogeneous environments in whichdecentralization has been implemented in the threecountries, important lessons can be learned by comparing howeach has fared in promoting regional coordination andbuilding accountability for infrastructure services in adecentralized environment.
