The World Bank-assisted Nigeria PrimaryEducation Project aims at assisting the Government ofNigeria to improve the quality of the subsector through thesupply of instructional materials, upgrading ofinfrastructural facilities, enhancing teachers'competence, facilitating school management, inspection,planning and data gathering. This is being achieved byinvolving stakeholders at all levels in the process ofprimary school improvement. The National Primary EducationCommission (NPEC) which manages a National Primary EducationFund and oversees the quality of primary education isresponsible for implementing the project. In order toidentify ways of improving primary education services anddeveloping future policy, the NPEC decided to obtain theviews of users and providers of current services and theirsuggestions for improvement by commissioning consultative surveys.
