Raising capital to finance urbaninfrastructure is a challenge. One solution is to'unlock' urban land values - such as by sellingpublic lands to capture the gains in value created byinvestment in infrastructure projects. Land-based financingtechniques are playing an increasingly important role infinancing urban infrastructure in developing countries. Theycomplement other capital financing approaches, such as localgovernment borrowing, and can provide price signals thatmake the urban land market more efficient.
