【 摘 要 】

The success of development programs,including water resource projects, depends on two keyfactors: the role of underlying institutions and the impactsynergies from other closely related programs. Existingmethodologies have limitations in accounting for thesecritical factors. This paper fills this gap by developing amethodology, which quantifies both the roles thatinstitutions play in impact generation and the extent ofimpact synergies that flows from closely related programswithin a unified framework.The methodology is applied tothe Kala Oya Basin in Sri Lanka in order to evaluate theimpacts of three water-related programs and the roles of 11institutions in the context of food security.The resultsprovide considerable insights on the relative role ofinstitutions and the flow of development synergies bothwithin and across different impact pathways. The methodologycan also be used to locate slack in impact chains andidentify policy options to enhance the impact flows.
