【 摘 要 】

To improve upon the traditionally weakrelationship between the Non Government Organizations (NGOs)and the government, and to build a basis for partnership inthe delivery of services to the poor. The Mali pilot projecthas been chosen, due to its innovative nature and successfulplanning process, as one of five participation PresidentialFlagship Operations in the Africa Region of the World Bank.The project maintains an iterative dialogue withcommunities, implementers (NGOs and local authorities), andinstitutions (local and central government) in supportingmulti-sector interventions in capacity-building and inpolicy decision-making.
