The Government of Assam (GoA) is engagedin a process of improving services to citizens. The focus onbetter services to citizens is in line with the Nationale-Government Plan (NeGP), with a number of existing andanticipated Union Acts, and with recently passed acts inAssam, especially the Assam Right to Public Services Act of2012. The GoA is fully aware that progress on servicedelivery will require attention to both vertical andhorizontal connectivity, and it intends to develop aStrategic Action Plan which focuses on these criticalelements. The policy dialogue with the Government of Assamand review of relevant documents reveal general agreement onmain public administration constraints (PAC's) toservice delivery. The current report proposes a gradualreform approach, with a focus on searching for improvementsthat can be accomplished with a reasonable effort. Thepresent report is structured as follows. Chapter two,'Public Administration Constraints (PAC's)',provides a detailed diagnostic of constraints identified inAssam, groups those under five headings, and proposesactions to address each of the constraints. Chapter three,'the way forward' proposes a process leading tothe preparation and adoption by the Government of Assam of astrategic action plan to address to address selected PAC's.
