【 摘 要 】
The aim of this paper is to explain whytime use data are essential for analyzing issues of genderequity and the intra-household allocation of resources,comparing living standards, and estimating the behavioraleffects of changes in policy variables. The first step inthe exposition is to show that the neglect of these data inmuch of the literature on household behavior, in bothdeveloped and developing economies, can be traced tounrealistic assumptions on domestic production and themistaken idea that non-market time can be viewed as leisure.It is argued that an approach is required that makesexplicit the need for data on the time family members spendon domestic work as well as on labor supply. An approach ofthis kind is outlined and used to identify the specializedassumptions that are employed when they are missing. Thepaper also discusses the limitations of available time usesurvey datasets that are due to deficiencies in surveydesign. The more serious and common problems are illustratedusing as case studies the Statistics South Africa 2000 TimeUse Survey and the time use module included in theNicaraguan 1998 Living Standards Measurements Survey.
