【 摘 要 】
Projects and reforms targetinginfrastructure services can affect consumer welfare throughchanges in the price, coverage, or quality of the servicesprovided. The benefits of improved service quality-whilesignificant-are often overlooked because they are difficultto quantify. This paper reviews methods of evaluating thewelfare implications of changes in the quality ofinfrastructure services within the broader theoreticalperspective of welfare measurement. The study outlines thetheoretical assumptions and data requirements involved,illustrating each method with examples that highlight commonmethodological features and differences. The paper alsopresents the theoretical underpinnings and potentialapplications of a new approach to analyzing the effects ofinterruptions in the supply of infrastructure services onhousehold welfare.
