【 摘 要 】
The author reviews the recent economicresearch on emerging issues for infrastructure policiesaffecting poor people in developing countries. His mainpurpose is to identify some of the challenges theinternational community, and donors in particular, arelikely to have to address over the next few years. Headdresses six main issues: (1) the necessity ofinfrastructure in achieving the Millennium DevelopmentGoals; (2) the various dimensions of financing challengesfor infrastructure; (3) the debate on the relativeimportance of urban and rural infrastructure needs; (4) thedebate on the effectiveness of infrastructuredecentralization; (5) what works and what does not whentrying to target the needs of the poor, with an emphasis onaffordability and regulation challenges; and (6) theimportance of governance and corruption in the sector. Theauthor concludes by showing how the challenges identifieddefine a relatively well integrated agenda for bothresearchers and the international infrastructure community.
