This note is part of a series thatexamines factors that facilitate the scaling up of CommunityDriven Development (CDD) programs. The note describes thefactors that enabled and constrained the scaling up of acommunity based HIV/AIDS intervention in Malawi - Scaling-upHIV/AIDS Interventions through Expanded Partnerships(STEPs). The STEPs initiative assists local HIV/AIDScommittees with community mobilization and capacity buildingso that communities become empowered to act collectively toaddress their own problems.
