The FOAM (Focus on Opportunity, Ability,and Motivation) is a framework designed to help in thedevelopment, monitoring, and evaluation of handwashingbehavior change programs. FOAM was developed for use inresource-poor settings, but it can also be adapted for othersocioeconomic environments. This working paper is intendedfor use by program managers implementing handwashingbehavior change initiatives, as well as multilateral andbilateral agencies, academic institutions, and governmentand nongovernmental organizations (NGOs) working in waterand sanitation.
